Verdict: PASS. Cross-device replication of the ARK-441 verify-then-execute (VBE) authorization boundary on a second independent Heron r2 device, IBM Quantum ibm_marrakesh, Q_A=5 / Q_P=6, 8,192 shots/arm across 8 arms. DENY leakage was at the readout floor (L_D = 0.23%), ALLOW fidelity was near-unity (S_A = 98.85%), and boundary discrimination was Δ_B = 0.986. The in-situ SPAM gate passed decisively on both qubits, so the result is attributable to the boundary mechanism, not measurement noise. All three preregistered PASS conditions were satisfied and no KILL trigger fired.
