USMCA Rapid Response Mechanism (RRM) Case Tracker: A Consolidated Dataset of Labor Enforcement Actions, 2021–2026

This dataset consolidates publicly available case records under the USMCA's Rapid Response Labor Mechanism (RRM). No government agency, law firm, or academic body currently maintains a public, structured dataset of RRM case activity; this repository fills that gap. The dataset includes 50 cases coded by union, company, industry, geography (Mexican state/city), nature of claim, intervention status, resolution outcome, and case duration. Supplementary tables break out case distribution by union, by industry and geography, and by resolution timeline. Cases were compiled from public USTR RRM petition filings, U.S. Department of Labor announcements, and press coverage of individual proceedings. This is a manually compiled dataset, not a scrape of an official government API (no such API currently exists for RRM cases). This dataset originated as independent research during the my Fulbright-García Robles fellowship period (2025–2026) and has been maintained and expanded independently since. All source material is drawn from public government filings and press coverage; no proprietary or internal organizational data was used in its construction. Intended uses include research on USMCA labor enforcement patterns, cross-border regulatory and sanctions risk, and legal/policy analysis of trade-linked labor mechanisms. The dataset will be updated periodically as new RRM cases are filed and resolved.
