Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险防控规划（Risk Prevention Plans, RPPs）是国家开展风险防控的核心工具，其核心目标为管控风险区域内的开发活动。 一份风险防控规划的编制会生成一套空间数据集，该数据集可进一步划分为若干子数据集。同一份风险防控规划所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 规划获批后的限制区域。根据风险防控规划的相关规定，此类限制区域可分为三类：其一为「禁止建设区」，亦称「红色区域」，通用规则为严禁开展建设活动；其二为「管控要求区」，亦称「蓝色区域」，区内项目需依据具体问题类型与灾害类型适配相应管控要求；其三为未直接暴露于风险之中，但仍需遵守相关禁令或管控要求的区域。 本数据集仅为参考信息，仅加盖属地政府审批签章的纸质文件方为有效凭证。
