The Social-Professional Secretariat is universal in character. It is addressed to all Italian and foreign citizens residing in the Municipalities of the Social Territorial Area of Lecce, to those entitled to stay on the territory of the State pursuant to the laws in force, to stateless persons, refugees, asylum seekers and refugees, present on the territory of the Municipalities of the Area. It was created to prevent citizens, especially the weakest and least informed, from exhausting their energies in proceeding by trial and error, in the search for adequate answers to their needs. The main objective is to remove inequalities in access to services.社会职业秘书处（Social-Professional Secretariat）具备普遍适用性。其服务范围覆盖所有居住于莱切社会领土区域各自治市镇的意大利籍与外籍公民、依据现行法律可在该国境内居留的人员，以及身处该区域各自治市镇境内的无国籍人士、难民、寻求庇护者与难民。设立该机构的初衷，是避免公民——尤其是弱势群体与信息匮乏群体——因反复试错以寻求适配自身需求的解决方案而耗费过多精力。其核心目标在于消除服务获取渠道上的不平等现象。
