IPP was formed on June 15, 1948, when the Progressive Citizens of America, Southern California chapter, merged with the Independent Progressive Party of California. The newly merged party supported Henry Wallace's presidential campaign in 1948. Bass ran for Vice President on the Progressive Party ticket in 1952, along with Borough, the party's candidate for U.S. Senate from California.
