应用场景 通过监测气象站实时要素数据,实时构建高密度网格数据,通过黄泽镇对老旧危房所在区域的经纬度点位,进行阈值监测和模式匹配,形成动态多级蓝、黄、橙、红多级梯次告警,并提取目标地区人员名单,及时发布靶向预警,保障区域人身安全。数据算法规则如下: 根据气象数据要素,按监测周期生成构建覆盖监测区域的高密度网格,根据网格进行构建等值面图,形成降雨、风速。结合行政区划的乡镇、网格点位边界形成完整要素灾害风险等级多色图多边形Polygon。根据区域划分对每个灾害发生点位的经纬度点位进行命中和匹配,形成超监测数值告警。同时针对防护等级高的点位的进行特殊阈值逐一计算,结合天气模式(如暴雨、台风等)进行分析,通过模式匹配技术识别危房区域是否处于危险天气模式下。系统根据预定义的模式匹配规则,以及前一周期天气情况的动态因子系数ramda结合形成 的表达式,根据Risk这一指标进行动态评估危房区域的风险等级,生成告警等级从低到高依次为蓝色、黄色、橙色和红色的告警等级。不同告警等级对应不同的应急响应措施,形成梯次预警体系。根据清单中的人员信息清单,从数据库中提取居住在该区域的人员名单以及周边关联人员的清单,确定需要重点保护的对象潜在危险影响户数、潜在危险影响人数、潜在危险影响财产。系统会将预警信息靶向发送给这些人员,并告知相关避灾点和联络员、责任人的联系方式等,确保信息传达的及时性和准确性。

Application Scenarios: By monitoring real-time meteorological station element data, high-density grid data is constructed in real time. Leveraging the latitude and longitude coordinates of the areas where old dilapidated houses are located in Huangze Town, threshold monitoring and pattern matching are conducted to generate dynamic multi-level tiered alerts in blue, yellow, orange and red. The list of personnel in the target region is extracted, and targeted early warnings are released in a timely manner to safeguard personal safety in the area. Data Algorithm Rules are as follows: Based on meteorological data elements, high-density grids covering the monitoring area are generated according to the monitoring cycle, and contour maps are constructed based on these grids to derive rainfall and wind speed parameters. Combining township-level administrative divisions and grid point boundaries, complete polygon-based multi-color maps of disaster risk grades incorporating all relevant elements are formed. Hit detection and matching are performed on the latitude and longitude coordinates of each disaster occurrence point based on regional divisions, triggering alerts when monitored values exceed set thresholds. For points with high protection grades, special thresholds are calculated individually, and analysis is conducted in combination with weather patterns (e.g., rainstorms, typhoons, etc.). Pattern matching technology is used to identify whether the dilapidated house area is under a dangerous weather pattern. The system dynamically evaluates the risk level of the dilapidated house area based on the Risk indicator, using an expression formed by combining predefined pattern matching rules and the dynamic factor coefficient ramda of the previous cycle's weather conditions. Alert levels ranging from low to high (blue, yellow, orange, and red) are generated accordingly, with different alert levels corresponding to distinct emergency response measures, forming a tiered early warning system. Based on the personnel information list, the list of residents living in the area and associated surrounding personnel are extracted from the database, and key protection targets are determined, including the number of potentially affected households, potentially affected population, and potentially affected property values. The system will send targeted early warning information to these personnel, notify them of relevant disaster shelters, and provide contact information for liaisons and responsible persons, etc., to ensure the timeliness and accuracy of information dissemination.
