Title: Empirical Evidence of Resource Deficit and Data Manipulation: Institutional Response to the Riemann Hypothesis Proof (2025-26).
This document provides consolidated and calculated empirical evidence and statistical data based on documented indicators, confirming the "resource deficit" hypothesis (lack of "brains" and "authority") among decision-makers in the scientific and para-scientific environment. Within the Pareto–Gauss–Laplace framework, the institutional response to the publication of the Riemann Hypothesis proof (2025-26) is examined. The materials include verification of the MD component application mechanism testing, introduced to prove the Riemann Hypothesis, and data manipulation on the SSRN platform (Elsevier/RELX). The document serves as an additional empirical point confirming the illegal actions of decision-makers in the scientific and para-scientific environment aimed at intellectual exclusion and subsequent misappropriation of results in the modern academic environment.

With this article, I present an integral part of an interdisciplinary study in which the institutional response to the declared proof of the Riemann Hypothesis is considered a natural experiment within the framework of the MD component testing, publicly announced on June 30, 2025.
Quantitative modeling (Pareto–Gauss–Laplace) demonstrates that the probability of «cognitive recognition» and official documentary confirmation is constrained by a 0.27% «tail» of resources («brains + authority»).
The study shows that the likelihood of cognitive recognition and official documentary validation of the proposed proof of the Riemann Hypothesis is limited to a 0.27% «tail» of resources («brains + authority»).
Rejection, removal, or restriction of access to this publication would provide another observable case, perfectly aligned with the predicted model.
