The development plan contains the legally binding determinations for the urban planning system. In principle, the development plan must be developed from the land use plan. Entered into force on 05.07.2018本发展规划包含针对城市规划体系的具有法律约束力的规定。原则上，本发展规划必须以土地利用规划为基础编制。本规划于2018年7月5日正式生效。
