The census of the connections of the derivations results from the application of Legislative Decree No 152 of 1999. The Decree of 28 July 2004 defines the guidelines for the preparation of the basin water balance, including the criteria for the census of current uses and for the determination of the minimum vital outflow.本项取水关联情况普查工作系基于1999年第152号立法法令的实施要求开展。2004年7月28日颁布的政令明确了流域水平衡编制的指导准则，其中涵盖现状用水普查标准以及最小生命必需流量（minimum vital outflow）的确定方法。
