Dataset Direct Download Service (WFS): Regulated areas of the plan for the prevention of natural hazards of the municipality of CELLES

The regulated zoning of the Natural Hazard Prevention Plan (PPRN) is digitised in accordance with the national requirements of COVADIS. For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk. Depending on the hazard level, each area is subject to an enforceable settlement. The regulations generally distinguish three types of zones: 1- ‘Building prohibited areas’, known as ‘red areas’, where the hazard level is high and the general rule is the prohibition on construction; 2- ‘prescribed areas’, known as ‘blue zones’, where the hazard level is average and the projects are subject to requirements adapted to the type of issue; 3- areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, craft, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code). The latter category applies only to natural RPPs.本自然灾害防治规划（Natural Hazard Prevention Plan, PPRN）的合规区划已依照COVADIS的国家相关规范完成数字化处理。针对自然类PPRN，《环境法典》（Environmental Code）划定了两类区划（条款编号L562-1）：直接受风险波及区域，以及虽未直接暴露于风险之中，但可通过预先采取措施避免风险加剧的区域。根据灾害等级，每类区划均需遵循可强制执行的建设管控规则。相关法规通常将区划细分为三类：1. 禁建区（俗称‘红区’）：该区域灾害等级较高，通用规则为全面禁止建设活动；2. 管控区（俗称‘蓝区’）：该区域灾害等级为中等，各类建设项目需遵循适配具体问题类型的合规要求；3. 非直接受风险影响区域：在此区域内开展的建设、工程、开发项目或农业、林业、手工业、商业及工业类经营活动（含农场）可能加剧既有风险或引发全新风险，此类区域需遵守相关禁止性规定或合规要求（参见《环境法典》条款L562-1）。该类区划仅适用于自然类RPPs。
