Inspire-compliant development plan of the city of Freiburg im Breisgau. Development plan 6-030c entered into force on 22.1.1993. A development plan contains the legally binding determinations for the urban planning and is the central element of construction management planning. The setting-up community regulates where, what and how can be built. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.本数据集为符合欧盟空间信息基础设施（INSPIRE）标准的布赖斯高地区弗赖堡市开发规划。 编号6-030c的开发规划于1993年1月22日正式生效。 开发规划涵盖城市规划领域具备法律约束力的各项规制内容，是建设管理规划的核心要素。规划编制主体负责明确建设活动的选址范围、项目类型与实施方式。原则上，开发规划需以土地利用规划为编制依据。 本数据集采用INSPIRE-PLU数据模型进行组织，可通过OGC:WMS及预配置的ATOM协议获取。
