Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPP）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 编制风险预防计划会生成一套空间数据集，该数据集可细分为若干子数据集。同一风险预防计划所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 经批复后的计划管控区域。依据风险预防计划的相关规定，该管控区域可划分为三类：其一为"建筑禁止区域"，俗称"红区"，原则上严禁开展建筑活动；其二为"合规要求区域"，俗称"蓝区"，区内项目需根据问题类型与灾害类型适配相应管控要求；其三为未直接面临风险但仍需遵守禁止或合规要求的区域。 本数据集仅为参考信息，唯有加盖属地行政主管部门审批签章的纸质文件方为有效凭证。
