Dataset Direct Download Service (WFS): Territories benefiting from LEADER 4th generation in Burgundy

Leader constitutes axis 4 for the implementation of the Rural Development Regulation (Council REGULATION (EC) No 1698/2005 of 20 September 2005. It is a European programme for rural areas that allows France to support 222 territories with a development strategy organised around a unifying theme. These territories have set up Local Action Groups (LAGs) whose operation is organised around participation in the decisions of a public/private partnership with a majority of private partners (representatives of socio-professional organisations, associations, companies). Leader was set up for the period 2007-2013, following three generations of Community initiative programme (Leader l, Leader II, Leader+) whose aim is to open up new avenues for European interventions.Leader计划（Leader）是《农村发展条例（Rural Development Regulation）》实施框架下的第4轴项目，该条例为2005年9月20日欧盟理事会发布的（EC）第1698/2005号条例。本项目为欧盟面向农村地区的专项扶持计划，可支持法国境内222个以统一发展主题为核心制定开发战略的辖区。上述辖区均已设立地方行动小组（Local Action Groups, LAGs），其运作机制依托公私伙伴关系的决策参与模式搭建，且私人伙伴（涵盖社会职业组织代表、行业协会及企业）占据多数席位。Leader计划启动于2007-2013年实施周期，其前身是三代欧盟社区倡议计划（Community initiative programme），即Leader I、Leader II及Leader+，上述早期计划的核心目标是为欧盟涉农干预行动开拓全新发展路径。
