Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas, PVAs）指依据《2009年苏格兰洪水风险管理法案》划定的洪水管理专用地理区域。此类区域涵盖汇水区与沿海地带的部分范围，上述区域当前存在或未来可能面临全国性重大洪水风险。潜在脆弱区域隶属于范围更广的管理单元——洪水风险管理地方规划区（Local Plan Districts, LPDs）。该区域可帮助苏格兰环境保护局（SEPA）与苏格兰当地负责部门明确工作优先级，以实现资源投入的效益最大化。潜在脆弱区域是保护民众、财产、企业、社区、基础设施及自然环境的关键组成部分。
