“For the implementation of the EU Water Framework Directive, an ecological assessment of transitional and coastal waters shall be carried out, building on the previous projects “Study on the identification of background values and the natural variability of chemical and biological measures in marine monitoring, sub-area North Sea” (Heiber et al., 2004) and “Characterisation of German North Sea and Baltic Sea coastal waters against the background of international agreements — Part North Sea” (Aqua-Marin, 2003a) this project worked on assessment concepts for biological quality components focusing on transition waters of the Ems-Dollart-Estuar. The presentation and evaluation of the current ecological status proposes a viable system for classifying the quality components according to the EC WFD. The assessment of the water bodies by 2006 must be carried out in the specified time frame of the EC-EC Directive. In parallel or subsequently, monitoring plans for the continuation and validation of the evaluation concepts shall be developed, or existing monitoring plans shall be adapted to the tasks of the WFD. [...]»为落实欧盟水框架指令（EU Water Framework Directive），需基于两项既往研究——《海洋监测中化学与生物监测指标的背景值识别及自然变异性研究：北海子区域》（Heiber等，2004）与《国际协定背景下德国北海及波罗的海近岸水体特征分析——北海篇》（Aqua-Marin，2003a），开展过渡性与近岸海域的生态评估工作。本项目聚焦埃姆斯-多拉尔河口的过渡水域，针对生物质量组分开发评估方案。研究提出了一套可行的分类体系，可依据欧盟水框架指令对各类质量组分进行分级，以表征并评估当前生态现状。按照欧盟水框架指令的时限要求，需于2006年前完成所有水体的评估工作。在同期或后续阶段，需制定用于持续验证评估方案的监测计划，或对现有监测计划进行适配调整，以满足水框架指令的相关任务要求。[...]
