The Law on Solidarity and Urban Renewal (SRU Law) of 13/12/2000 provides for the establishment, as of 1 January 2002, of territorial coherence schemes, which replace the master plans. Drawn up by elected representatives, at the level of the basin of life, housing or employment, they will be designed to express the overall strategy of the agglomeration and to set out the main choices in terms of housing, balance between natural and urban areas, infrastructure and commercial urban planning. In peri-urban areas, in the event that SCOT does not exist, any urbanisation area will be blocked, unless the prefect agrees, within a radius of 15 km around the municipalities of the agglomeration if it has more than 15,000 inhabitants.2000年12月13日颁布的《团结与城市更新法》（SRU法）规定，自2002年1月1日起设立领土协调规划（Schéma de Cohérence Territoriale，简称SCOT），以替代原有的总体规划（master plans）。该规划由民选代表以生活圈、住房圈或就业圈为层级编制，旨在阐明城市群的整体发展战略，并明确住房供给、自然与城市空间平衡、基础设施建设以及商业城市规划领域的核心决策方向。在郊区地带，若某一人口超过1.5万的城市群周边15公里半径范围内未设立SCOT，则该范围内的任何城市化区域开发活动均将被禁止，但经省长批准的情形除外。
