该统计表由级农业农村局牵头，联合乡镇政府等机构产生，是在履行农业灾情监测与统计、农业生产应急管理的职权，在提供农业防灾救灾指导、灾后救助扶持等公共服务过程中形成这份统计表的。核心信息围绕受灾大棚及果蔬损失展开，一是基础信息，如受灾大棚的位置、个数、面积、类型；二是受灾详情，像种植的蔬菜和水果品种、大棚损毁程度及原因，棚内果蔬受灾面积、成灾面积、绝收面积；三是损失与应对信息，涵盖大棚设施和果蔬的直接经济损失金额，还有前期防范措施与应急补救措施等内容。其一可以作为申请和发放救灾补助的依据，确定补助标准与金额；其二便于上级部门掌握灾情全貌，统筹调配救灾资源；其三为保险公司现场勘查定损、确定赔付方案提供参考；其四还能为后续制定大棚抗寒防雪改造方案、优化区域农业防灾减灾政策提供数据支撑。

This statistical table was jointly compiled by agricultural and rural affairs bureaus at various levels in conjunction with township governments and other relevant institutions. It was generated during the performance of duties including agricultural disaster monitoring and statistics, emergency management of agricultural production, as well as the provision of public services such as guidance on agricultural disaster prevention and relief, and post-disaster assistance and support.

The core information of this table revolves around losses of disaster-stricken greenhouses, vegetables and fruits, which is divided into three parts:
1. Basic information: such as the location, quantity, area and type of the disaster-stricken greenhouses;
2. Disaster details: including the varieties of planted vegetables and fruits, the damage degree and cause of the greenhouses, as well as the affected area, disaster-stricken area and total crop failure area of vegetables and fruits in the greenhouses;
3. Loss and response information: covering the direct economic losses of greenhouse facilities and vegetables and fruits, as well as pre-disaster prevention measures and emergency remedial measures.

This statistical table has four main values:
First, it can serve as the basis for applying for and distributing disaster relief subsidies, to determine the subsidy standards and amounts;
Second, it enables superior departments to gain a comprehensive overview of the disaster situation and coordinate the allocation of disaster relief resources;
Third, it can provide reference for insurance companies to conduct on-site surveys and loss assessments, and formulate compensation plans;
Fourth, it can also provide data support for the subsequent formulation of cold and snow resistance renovation plans for greenhouses, and the optimization of regional agricultural disaster prevention and mitigation policies.
