SGB II - incapacitated beneficiaries

All persons within a community of needs who are not yet of working age (under the age of 15) or are unable to work for at least three hours a day under the usual conditions of the general labour market due to their health capacity and possible legal restrictions can receive benefits as incapacitated members of a community of needs in case of need. Incapacitated persons are entitled to social benefits. Social benefits are included in the minimum social security benefits.凡隶属于需求共同体（community of needs），且尚未达到法定劳动年龄（15周岁以下），或因自身健康劳动能力状况及可能存在的法律限制，在一般劳动力市场的常规用工条件下每日无法完成至少三小时工作的人员，在确有需求时，可作为需求共同体的失能成员领取相关救助待遇。失能人员有权享受社会福利。社会福利纳入最低社会保障待遇的覆盖范围。
