"...[T]wenty-nine [NAFTA] participants representing environmental agencies from Canada, Mexico, and the United States met in Queretaro, Mexico in November 1994 to develop a plan for the establishment of a North American Environmental Quality Assurance Program... At the Queretaro meeting, it was agreet to hold a second workshop to review and revise the draft plan and to inform and expand support in the environmental measurement community for development of this program. This workshop was held at the U.S. National Oceanic and Atmospheric Administration's headquarters in Silver Spring, Maryland on May 2-4, 1995."
