At the conference on environment and development, France committed itself in Rio to implement Agenda 21 of Rio, a programme of actions for the 21st century geared towards sustainable development. A local agenda 21 is a management and animation system of a territory. It begins with a territorial diagnosis, which will enable the development of a medium-term strategy of the local authority. This strategy must lead to the drawing up of an action programme, which will have been defined in advance with the inhabitants.It must meet the five objectives of sustainable development:- Combating climate change and protecting the atmosphere- Preservation of biodiversity, protection of environments and resources- Social cohesion and solidarity between territories and between generations — development of all human beings — Dynamic development according to responsible production and consumption patterns.在里约举行的环境与发展大会上，法国承诺落实《里约21世纪议程》——一项面向21世纪、以可持续发展为导向的行动纲领。地方21世纪议程是一种辖区治理与公众参与动员体系，其实施以辖区现状诊断为起点，以此为基础制定地方政府的中期发展战略。该战略需最终形成一套行动纲领，且该纲领需提前与当地居民共同磋商确定。该行动纲领需契合可持续发展的五大目标：应对气候变化与保护大气环境；保护生物多样性、守护生态环境与自然资源；提升社会凝聚力，强化辖区间及代际间的团结互助；促进全体人类的全面发展；依托负责任的生产与消费模式实现活力发展。
