VPRS 8047 Public Building General Files

The Public Building General (P.B.G.) files are primarily policy files created for the purpose of consistency in decision making. They document policy, precedent and procedures for the administration of public building regulation. The papers in these files do not relate to any particular building each of which has its P.B. file. However, they form a part of the overall public building recordkeeping system of the Health Department.Public Building General files were mainly dealt with by the Engineering Section and relate to technical aspects, e.g., seating, lining material, safety curtains, smoke outlets and Administration e.g. work registers, legal opinions proclamations, delegation of authority and complaints.Apart from the P.B.G. (miscellaneous) file which is a general file on a variety of subjects, the files in this series are mainly policy files on specific subjects, e.g. open air concerts, billiard saloons, bingo, and discotheques.The arrangement of Public Building General (P.B.G.) files dates from 1976 when files relating to public building matters were extracted from the Health General Information (or H.G.I.) filing system administered by the Public Health Division and were combined with miscellaneous files from the Engineering Division.Under this system a separate file was created either for each individual subject, e.g. accounts, bushfire destroyed buildings, or for different classes/types of public buildings, e.g., clubrooms, libraries, orphanages and shopping centres and allotted a sequential number prefaced by the letters P.B.G. Although, the series dates back to 1976, contents of individual file extend from 1920's to 1989.Many of the files contain a subject index under the front cover. In most cases each group of correspondence relating to a particular subject is separated by a green sheet from the next.

公共建筑通用（Public Building General，缩写P.B.G.）档案主要为保障决策一致性而编制的政策类档案，用于记录公共建筑监管的政策、先例及管理流程。本系列档案中的文件并不针对某一特定建筑——每一类特定建筑均拥有专属的P.B.档案，但此类档案隶属于卫生部门整体公共建筑档案管理体系。

公共建筑通用档案主要由工程科负责处理，内容涵盖技术与行政两大维度：技术维度涉及座椅、内衬材料、安全帘、排烟口等；行政维度则涵盖工作登记簿、法律意见书、公告、权限委托及投诉事宜等。除P.B.G.（杂项）档案为涵盖多主题的通用档案外，本系列其余档案主要为针对特定主题的政策类档案，例如露天音乐会、台球厅、宾果游戏及迪斯科舞厅相关档案。

公共建筑通用（P.B.G.）档案的归档体系始于1976年，当时公共卫生部门从其管理的卫生通用信息（Health General Information，缩写H.G.I.）归档系统中提取所有公共建筑相关档案，并与工程科的杂项档案进行整合。在此体系下，系统会为每一个独立主题（如账目、山火损毁建筑）或每一类公共建筑（如俱乐部活动室、图书馆、孤儿院及购物中心）单独创建档案，并以字母"P.B.G."作为前缀分配顺序编号。尽管本系列档案的归档起始时间为1976年，但单份档案的内容可追溯至20世纪20年代，直至1989年。多数档案的封面内页附有主题索引，在大多数情况下，针对特定主题的各组往来文件均会以绿色纸张进行分隔。
