Solid Waste Collection Location Decision using an Integrated Multi Criteria Decision Making Model

This study developed a comprehensive solid waste management (SWM) model focusing on location decision-making. This involves identifying, evaluating, and recommending optimal locations for common collection points (CCPs) within determined clusters. Integrated Multiple-Criteria Decision-Making (MCDM) was used to enhance the CCP establishment decision-making process, subdivided into three parts; criteria selection, weight assignment, and outranking. Potential CCPs were assigned to different clusters. Interpretive Structural Modelling (ISM) with MICMAC Analysis was used to derive the criteria affecting the selection of CCPs. Cronbach`s Alpha checked the internal consistency of the experts’ answers in their Self-Structural Interpretative Matrix (SSIM). Fuzzy Best-Worse Method (BWM) determined the criteria weights using a consistency index while Preferences Ranking Organizing Method for Enrichment Evaluations (PROMETHEE) was used to outrank the potential CCPs per determined cluster. Results showed that the integrated MCDM model, using robust soft computing, efficiently identifies CCPs for solid waste collection policy in Barangay Perrelos, Carcar City, Cebu. Handling uncertainties, checking internal consistencies, assigning weights, and ranking preferences prove valuable in decision-making. Validated by expert judgments, it suits environments needing CCP-based waste collection with ample implementation resources, recommending its adoption for effective decision support. Therefore, the model is suitable for selecting CCPs in location decision-making.
