Pacific Coast Groundfish Fishery 2019–20 Harvest Specifications, Yelloweye Rebuilding Plan Revisions, and Management Measures: Environmental Assessment/Magnuson Stevens Act Analysis/Regulatory Impact Review/Regulatory Flexibility Act Analysis 2019–20 Groundfish Harvest Specifications EA/MSA Analysis/RIR/RFAA

The National Marine Fisheries Service (NMFS) and the Pacific Fishery Management Council (Council) adopt annual groundfish harvest specifications, adjust existing (routine) management measures for the groundfish fisheries, and implement new management measures to provide additional tools for fishery management. NMFS and the Council have prepared this consolidated document for the 2019–20 biennial period. It fulfills all of the requirements for the National Environmental Policy Act (NEPA), the Magnuson-Stevens Fishery Conservation Act (MSA), Executive Order (EO) 12866, and the Regulatory Flexibility Act (RFA) for the Pacific Coast Groundfish Fishery 2019–20 Harvest Specifications and Management Measures. This consolidated document provides assessments of the environmental impacts of an action and its reasonable alternatives (the Environmental Assessment [EA]), how the action meets the requirements of MSA (MSA analysis), the economic benefits and costs of the action alternatives, as well as their distribution (the Regulatory Impact Review [RIR]), and the impacts of the action on directly regulated small entities (the Initial Regulatory Flexibility Analysis [IRFA]).
