Territorial Air Energy Climate Plans (PCAET)

A territorial climate-air-energy plan (PCAET), replaces since June 28, 2016 the former territorial climate-energy plan (PCET) by integrating the challenges of air quality in France. Mandatory for any own-tax inter-municipality (EPCI) with more than 20 000 inhabitants, at the level of its territory; it sets and implements international, European and national air quality, energy and climate objectives on its territory. To this end, it defines strategic and operational objectives to mitigate climate change, combat it effectively and adapt to it, including by developing renewable energies, controlling energy consumption, reducing greenhouse gas emissions and energy dependence, while promoting adaptation to climate change in the short, medium and long term; consistent with France's international commitments.本辖区气候-空气-能源计划（PCAET）自2016年6月28日起取代原有的辖区气候-能源计划（PCET），将法国境内的空气质量治理挑战纳入统筹范畴。该计划适用于所有管辖人口超过2万的自有税收跨市镇联合体（EPCI），要求其在辖区范围内制定并落实国际、欧盟及国家层面的空气质量、能源与气候目标。为此，该计划明确了减缓气候变化、有效应对并适应气候变化的战略与实操目标，具体包括发展可再生能源、管控能源消耗、削减温室气体排放与降低能源依赖，同时推动短、中、长期的气候变化适应工作，且完全契合法国的国际承诺。
