Austria’s National Air Emission Inventory 1990-2004

This report presents the latest developments in those air pollutants for which there are national emission ceilings. It follows in format and content the mandatory requirements of EU Directive 2001/81/EC on national emission ceilings for certain air pollutants, also known as the “NEC Directive”. The NEC Directive sets binding national emission ceilings for each Member State for sulphur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOC) and ammonia (NH3) from 2010. The NEC Directive was transposed into national law in Austria by means of the Emissions Ceilings Act (EG-L, BGBL. I No 34/2003); the EC-L entered into force on 12 June 2003. Article 7, in conjunction with Annex III of the NEC Directive, provides that an annual inventory of these air pollutants shall be drawn up in accordance with the inventory rules adopted under the UNECE Convention on Long-Range Transboundary Air Pollution (CLRTAP).本报告针对设有国家排放上限的各类空气污染物，阐述其最新研究进展。本报告的格式与内容均严格遵循欧盟《2001/81/EC号关于特定空气污染物国家排放上限指令》（以下简称“NEC指令”）的强制性要求。该NEC指令自2010年起，为欧盟所有成员国设定了二氧化硫（SO₂）、氮氧化物（NOₓ）、非甲烷挥发性有机化合物（NMVOC）及氨（NH₃）的具有法律约束力的国家排放上限。奥地利已通过《排放上限法案》（EG-L，《联邦法律公报》第一辑第34/2003号）将NEC指令转化为国内法；该EG-L于2003年6月12日正式生效。NEC指令第7条结合附件III规定，需按照《联合国欧洲经济委员会远距离跨界空气污染公约》（UNECE Convention on Long-Range Transboundary Air Pollution, CLRTAP）下制定的清单编制规范，编制上述空气污染物的年度排放清单。
