VPRS 8841 Inquiry Files

This series comprises the documentation collected or created by the Legal and Constitutional Committee (VA 3141) in the course of inquiries held on issues concerned with legal, constitutional or parliamentary reform, the administration of justice and subordinate legislation.A range of documents was either created or collected by the Committee in the course of each inquiry. Although the range of documents captured during each inquiry will vary, the following broad categories of documents are common:Background papers comprising copies of printed material, reports etc gathered by the Committee in the course of initial research about the body to be reviewed.Correspondence files relating to either the actual investigation or organisational aspects of the inquiry.Submissions tendered by individuals or organisations during the investigation stating their views on the issues concerned. Some submissions were also received in response to public hearings or issue of the final report.Transcripts of public hearings which must be held as part of each inquiry. Copies of the transcripts, which were forwarded to the various participants for amendments or corrections, are also included.Reports including the final printed copy as presented to Parliament containing the Committee's findings and recommendations and reports made by consultants for the Committee.This series also contains reports and associated documentation relating to the Committee's role in the review of subordinate legislation. These are mostly located in the P3 consignment. Some of these records also contain documents which predate the establishment of the Legal and Constitutional Committee.The P3 consignment also contains minutes of meetings for both the full committee and the Subordinate Legislation Sub-Committee. As matters under discussion in these minutes are almost exclusively inquires or subordinate legislation reviews, they were included in this series.

本系列馆藏包含法律与宪法委员会（Legal and Constitutional Committee，编号VA 3141）在开展针对法律、宪法或议会改革、司法行政及附属立法（subordinate legislation）相关议题的调查过程中收集或编制的全部档案资料。

该委员会在每一项调查过程中均会生成或收集各类文件。尽管每一项调查所涵盖的文件类型存在差异，但以下几类通用文件均为常见馆藏：
1. 背景资料文件：包含委员会在对待审查主体开展初步调研过程中收集的印刷材料、报告等副本；
2. 往来函件档案：与调查实际开展或调查组织工作相关的函件；
3. 意见书：由个人或机构在调查期间提交的、针对相关议题表明其立场的意见书。部分意见书是针对公开听证会或最终报告发布而征集得到的；
4. 公开听证笔录：每一项调查均需开展的公开听证会的笔录，其中还包含提交给各参会方进行修改订正的笔录副本；
5. 报告类文件：包含提交至议会的最终印刷版报告（载有委员会的调查结论与建议），以及委员会委托顾问编制的各类报告。

本系列馆藏还包含与委员会履行附属立法审查职责相关的报告及配套档案资料，此类资料大多存放于P3移交批次中。部分此类档案还包含法律与宪法委员会成立之前的相关文件。

P3移交批次中还包含全体委员会会议纪要及附属立法小组委员会（Subordinate Legislation Sub-Committee）会议纪要。由于此类纪要所讨论的议题几乎均为调查事项或附属立法审查工作，因此被纳入本系列馆藏。
