Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，简称RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发建设活动。 风险预防计划的编制会生成一套空间数据集，该数据集可细分为若干子数据集。单份RPP包含以下几类空间数据集： — 风险暴露范围； — 经批复后的计划管控区域。根据RPP相关管理规范，管控区域可分为三类：其一为"禁止建设区"（俗称"红色区域"），原则上严禁开展任何建设活动；其二为"需符合特定要求的区域"（俗称"蓝色区域"），区内项目需根据具体问题类型与灾害风险等级适配相应建设要求；其三为未直接暴露于风险之中，但仍需遵守相关禁令或建设要求的区域。 本数据集仅作参考资料，唯有加盖县级行政主管部门审批签章的纸质文件方为有效版本。
