Inspire-compliant development plan of the city of Freiburg im Breisgau. Development plan 6-122.3a entered into force on 13.12.2003. A development plan contains the legally binding determinations for the urban planning and is the central element of construction management planning. The setting-up community regulates where, what and how can be built. In principle, the development plan must be developed from the land use plan.
