15058 — Exceptional admission volumes for foreign nationals

The exceptional admission to the stay of foreigners present in France in an irregular situation is carried out on a case-by-case basis on the basis of the foreigner’s individual situation. This power of regularisation was codified in 2006 in article L. 313-14 of the CESEDA. This article provides for exceptional admission to stay on the basis of humanitarian or personal considerations of the person concerned. Such admission may take the form of issuing a “private and family” residence card or, failing that, a “employee” residence card.针对在法国非法居留的外国人的特殊居留许可，将依据当事人的个人情况逐案办理。 此项居留合法化权限已于2006年被纳入《CESEDA》第L.313-14条。该条款规定，可基于当事人的人道主义考量或个人情况，授予其特殊居留许可。 此类特殊居留许可可采取发放"私人与家庭"居留卡的形式；若无法办理该类居留卡，则可发放"劳工"居留卡。
