The objective of the Model of Measurement of the Voice of Citizenship is to maintain a continuous conversational state with the citizenry to develop improvement actions that will be measured later according to the perception of one’s own citizenship and what he expects from the service.公民声音测评模型（Model of Measurement of the Voice of Citizenship）旨在与公民群体保持持续的对话互动，以制定改进举措；后续将依据公民自身的公民身份感知，以及其对所享服务的期望，对这些改进举措开展成效测评。
