Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas, PVAs）是依据《2009年苏格兰洪水风险管理法案》划定的洪水管理专属地理区域。此类区域覆盖汇水区与沿海地带的部分范围，当前存在或未来可能出现全国性重大洪水风险。潜在脆弱区域隶属于范围更广的管理单元——洪水风险管理地方规划区（Flood Risk Management Local Plan Districts, LPDs）。该类区域可助力苏格兰环境保护局（SEPA）及苏格兰境内各责任主管部门明晰工作优先级，明确哪些区域的治理举措能实现最优效益，亦是保护民众、财产、企业、社区、基础设施与自然环境的核心组成部分。
