Section 42 Amending Land Act 1865 and Sections 19 and 20, 49 and 47 Land Act 1869 allowed for the selection of land prior to survey. Once the land had been selected, an accurate survey needed to be completed either by employed or contract surveyors of the Department of Crown Lands and Survey (VA 538) prior to the preparation of leases.The Parish Register was issued to District Land Offices with the instructions that a page or suitable space was to be allocated to each Town or Parish "with a view to keeping an exact record of all transactions taking place in each locality." These went on to say that "All surveys completed after the date [of commencement of the record] are to be recorded herein...".Details to be given were the parish, the allotment and section of a piece of land, the area surveyed and the reference to the plan, the area applied for, the name of the applicant and for what purpose was the land to be used, a correspondence number and a decision (presumably by the Local Lands Board).

教区登记簿（Parish Register）被下发至各地区土地办事处，配套指示要求为每个城镇或教区分配一页或合适空间，"以期精准记录各辖区内发生的全部土地交易"。该指示进一步明确："所有在[记录生效日期]之后完成的测量工作均须在此登记簿中备案……"

登记簿需填写的信息包括：所属教区、地块的分配编号与区段编号、已测量面积及图纸编号、申请面积、申请人姓名、土地用途、信函编号，以及（大概率由地方土地委员会作出的）审批结果。
