For the first time since 1998, national emissions of greenhouse gases (GHG) were below the annual average target of the Kyoto Protocol. Portugal continues to position itself above the average EU-27 with respect to energy intensity. The primary energy consumption decreased from 2008 to 2009, making the increase in energy intensity a consequence of the slowdown in the generation of wealth in the same period.自1998年以来，葡萄牙全国温室气体（Greenhouse Gases, GHG）排放量首次降至《京都议定书》规定的年度平均目标值以下。葡萄牙的能源强度仍高于欧盟27国的平均水平。2008年至2009年，一次能源消费量有所下降，能源强度的上升实则是同期财富创造增速放缓带来的后果。
