Enables RNA polymerase II transcription regulatory region sequence-specific DNA binding activity; RNA polymerase II-specific DNA-binding transcription factor binding activity; and chromatin DNA binding activity. Involved in several processes, including gastrulation; nervous system development; and regulation of DNA-templated transcription. Acts upstream of or within several processes, including endodermal cell fate specification; nervous system development; and trophectodermal cell differentiation. Located in chromatin and nucleus.
