Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability.”This object class brings together all the issues that have been addressed in the RPP study. An issue is a dated object whose consideration depends on the purpose of the RPP and its vulnerability to the hazards studied. A PPR issue can therefore be considered (or not) depending on the type or types of hazard being addressed. These elements form the basis of knowledge of the land cover necessary for the development of the RPP, in the study area or near it, at the time of the analysis of the issues. The data on the issues represent a photograph (figential and not exhaustive) of the property and of the people exposed to hazards at the time of the development of the risk prevention plan. This data is not updated after approval of the RPP. In practice they are no longer used: the issues are recalculated as necessary with up-to-date data sources.一般而言，风险承载体指受灾害威胁并可能因此遭受影响或损毁的人员、财产、活动、文化或环境遗产要素。某一研究对象对灾害的敏感程度被称为“脆弱性”。本对象类别涵盖了风险预防计划（Risk Prevention Plan，以下简称RPP）研究中所涉及的全部研究对象。所谓研究对象，是指带有时间标记的对象，其是否被纳入考量取决于RPP的目标以及其针对所研究灾害的脆弱性。因此，是否纳入某一RPP研究对象，需依据所应对的灾害类型而定。在开展研究对象分析时，上述要素构成了研究区域及其周边区域内制定RPP所需的土地覆盖认知基础。本数据集所收录的研究对象相关数据，是风险预防计划制定阶段，受灾害影响的财产与人员的（具象且非穷尽的）快照。该数据在RPP获批后不再进行更新。实际应用中，此类数据已不再被直接使用：研究对象需根据实际需求，采用最新数据源重新计算得出。
