Abstract: This paper provides a historical analysis of agricultural mechanization in the Uzbek SSR between 1965 and 1985, the provision of qualified machinery operators to the sector, and the Soviet government’s agrarian policy in this field. It examines the growing number of agricultural machines, measures to train machinery operators and improve their professional qualifications, and problems associated with the efficient use of existing equipment in production. It also considers organizational and technical shortcomings that emerged in the mechanization of cotton growing, the qualifications of machinery operators, and the effects of imbalances between skill levels and material and technical provision on agricultural development. The achievements and systemic problems of Soviet agrarian policy are assessed in their interrelationship.
