Scope of public services of non-collective sanitation (SPANC) in Puy-de-Dôme

SPANC is a local public service which is the responsibility of the municipalities under the III of Article L2224-8 of the General Code of Local and Regional Authorities. But competence can be transferred to a group of municipalities (union, community of communes...) existing or created specifically for this mission. The competent authority for the freedom of choice for the organisation of the SPANC: — Either by direct management by municipal or inter-municipal authorities (intercommunal or mixed union, of a community of municipalities, agglomeration, etc.) — possibility of awarding a contract for the provision of services, with a chosen undertaking, in accordance with the Public Procurement Code, for all or part of the service — Either by contract delegated management.SPANC是一项地方公共服务，其履职责任由《地方与区域当局总法典》（General Code of Local and Regional Authorities）第L2224-8条第三款规定的市镇承担。但该权限可移交至现有或专为该任务设立的市镇联合体（如联合机构、市镇共同体等）。负责SPANC服务组织自主权的主管部门可采用以下两种模式： —— 由市镇或跨市镇主管部门直接管理：涵盖跨市镇联合机构、混合联合机构、市镇共同体、城市集聚区等，可依据《公共采购法典》（Public Procurement Code）的规定，与选定的服务承接方签订合同，承接全部或部分服务事项； —— 采用委托管理合同模式。
