VPRS 9484 Unserialised Records (Rural Water Commission) (CONSIGNMENTS SR2 - SR15 RETURNED TO AGENCY 2016)

These consignments comprise personal history files of officers and employees of the State Rivers and Water Supply Commission and the Rural Water Commission / Corporation. The Rural Water Corporations HydroTechnology Division managed catchments, provided land and water information services, carried out drilling, designed and built headworks, and provided the State Water Laboratory.The Division created and maintained its own records and also had files raised for it by the Rural Water Corporations Records Branch. Some of the files raised via the Records Branch are in the Rural Water Corporations general correspondence series, VPRS 6008. The relationship between the Divisions own records and some of those of in VPRS 6008 is described below and in the section of this note for consignment SR21.In 1995 the HydroTechnology Division was sold to three companies. These wereVA 03752 Thiess Environmental Services, Australian Company Number 010 221 486,VA 03748 Sinclair Knight Mertz, Australian Company Number 001 024 095 andVA 03750 Snowy Mountains Engineering Corporation of Victoria Proprietary Limited, Australian Company Number 069 699 467 [SMEC].Prior to the sale it had been assumed that the HydroTechnology Division would become a State Owned Enterprise, as had been recommended by the McDonald Report in 1992. In preparation for this the Rural Water Corporation had removed relevant files from VPRS 6008 for transfer to the proposed State Owned Enterprise. When the Division was sold instead, the registered files were returned to VPRS 6008. A copy of the McDonald Report is in VPRS ***** LIBREP ***** Reports (Library Set). Correspondence and agreements relating to the eventual sale are in VPRS 6008.The HydroTechnology Divisions own records were prepared for transfer to the proposed State Owned Enterprise at the same time. The Divisions paper records (other than some plans) were brought under the control of a single RecFind data base which was established for the purpose late in 1994. Apart from some project files described in the note for consignment SR21 of this series (see below), the recordkeeping systems that existed within the HydroTechnology Division before 1994 have not been researched. Data from the RecFind data base was exported to Microsoft Access and transferred to successors and purchasers and to the Public Record Office as VPRS 9620 Data Base for the Management and Control of HydroTechnology Records. See the series registration fro VPRS 9620 for more information about the data base.New custody arrangements were made when the HydroTechnology Division was sold. Some inactive records were transferred to the Public Record Office in this consignment. Active files, including those belonging in VPRS 6008, were transferred to SMEC, Thiess or Sinclair, Knight Mertz pending completion of current projects. When a current project is completed, the records concerned will be transferred to the relevant public sector successor agency or to the Public Record Office. Consignment SR21 and subsequent consignments of this series are the result of such transfers. The companies may make and retain copies of relevant records. The Records Branch stopped raising files for the HydroTechnology Division on 15 May 1995.

1995年，水利技术部（HydroTechnology Division）被出售给三家企业，分别为：澳大利亚公司编号010 221 486的Thiess Environmental Services（VA 03752）、澳大利亚公司编号001 024 095的Sinclair Knight Mertz（VA 03748），以及澳大利亚公司编号069 699 467的维多利亚州雪山工程公司私人有限公司（Snowy Mountains Engineering Corporation of Victoria Proprietary Limited，简称SMEC）。
出售前，原计划将水利技术部改制为州属国有企业，该方案契合1992年《麦克唐纳报告》（McDonald Report）的建议。为推进此项改制，农村水利公司将VPRS 6008系列中的相关档案移出，准备移交至拟设立的州属国有企业。后因该部门改为出售而非改制，已登记的档案被重新归还至VPRS 6008系列。《麦克唐纳报告》的副本存于VPRS ***** LIBREP ***** 报告（馆藏套装）中；与最终出售相关的通信函件及协议则归入VPRS 6008系列。
与此同时，水利技术部的自有档案也已整理完毕，准备移交至拟设立的州属国有企业。1994年末，该部门为统一管理纸质档案（部分工程图纸除外），搭建了专属的RecFind数据库。除本系列SR21号移交批次说明中提及的部分项目档案外，1994年之前水利技术部内部的档案管理体系尚未开展研究。RecFind数据库中的数据已导出至Microsoft Access，并移交至后续承接方与收购方，同时以《VPRS 9620 水利技术档案管理与控制数据库》的名义移交至公共档案馆。有关该数据库的更多信息，请参阅VPRS 9620系列的登记文件。
水利技术部出售后，档案保管安排进行了调整。部分非活跃档案随本次移交批次移交至公共档案馆。活跃档案（包括归入VPRS 6008系列的档案）则移交至SMEC、Thiess或Sinclair Knight Mertz，待当前项目完成后再行处置。项目完结后，相关档案将移交至对应的公共部门承接机构或公共档案馆。本系列的SR21号及后续移交批次档案均源于此类移交行为。上述企业可制作并留存相关档案的副本。档案科于1995年5月15日停止为水利技术部移交新档案。
