Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是开展风险预防工作的核心手段，其核心目标为对风险区域内的开发活动实施管控。 一项风险预防计划的编制工作会产出一套空间数据集，该数据集被划分为若干子数据集。同一项风险预防计划所涵盖的空间数据集包含以下内容： — 风险暴露范围； — 计划获批后的限制开发区域。根据风险预防计划的管理规定，管控区域可细分为三类：其一为“禁止建设区”（俗称“红色区域”），通用规则为严禁开展任何建设活动；其二为“约束建设区”（俗称“蓝色区域”），该区域内的项目需适配与具体问题类型及灾害风险相匹配的建设要求；其三为未直接面临风险但仍需遵守相关禁令或建设要求的区域。 本数据集仅为参考信息，唯有经县府签核的纸质文件方为有效凭证。
