A PDU is a planning document that defines the general principles of transport of goods and persons, traffic (all modes) and parking in the urban transport perimeter (PTU). Its objective is to reduce car traffic with a view to improving air quality and reducing noise-related nuisances. It is compulsory for agglomerations with more than 100,000 inhabitants.The PDU covers all modes of travel involving passengers or goods:- motor vehicles (light vehicles and heavy goods vehicles)- urban public transport and within the perimeter interurban transport- two wheels- pedestriansThe PDU also sets out parking principles to be included in the LLUs. It is drawn up by the Urban Transport Organising Authority (AOTU) and approved after consultation of associated public persons, municipalities and groups of municipalities concerned and then public inquiry. Only the PDUs in preparation or validated are included in these data.
