Number of Unoccupied Job Seekers (IDS): Other statutes

The International Labour Office (ILO) designates as ‘unemployed’ persons over a specified age who, during a reference period, were: (a) without work, (b) available to work, (c) seeking work. There are currently two main methods of measuring unemployment around the world: the inclusion of unemployed persons registered with the labour administration and the regular survey of representative samples of the population (in all EU countries, this is the Labour Force Survey). At administrative level, there are two sources of unemployment data in Belgium. On the one hand, the ONEm, which records unemployed persons on the basis of the payment of unemployment benefits, and, on the other hand, the employment agencies (FOREM, ADG, VDAB and Actiris) record unemployed persons on the basis of registration as jobseekers. It is this second source that provides the administrative statistics closest to the ILO recommendations: the number of registered unemployed jobseekers (DEI). The indicator gives the number of Walloon DEI (unemployed unemployed persons registered with FOREM or ADG), as an annual average. Note: for secondary indicators by age, the age groups of German-speaking municipalities are defined slightly differently: under 25, 25-49, 50 and over. However, as the number of IED under 18 or over 64 years is excessively low, comparisons are still possible.
