Competency Restoration Observatory: An Open, Reproducible Two-State Panel of Federal Competency-Restoration Decree Compliance (Washington & Oregon)

A harmonized, source-linked dataset of competency-restoration timeliness and waitlist measures for U.S. states operating under federal court orders enforcing competency-restoration admission deadlines (Washington — Trueblood v. DSHS, No. 2:14-cv-01178, W.D. Wash.; Oregon — Oregon Advocacy Center v. Mink / Bowman, No. 3:02-cv-00339, D. Or. — both a 7-day admission standard), together with the code that builds and verifies it from public court-monitor, neutral-expert, and state-hospital documents. This is a data and methods resource: it provides the harmonized panel, per-state extractors, a re-execution gate (verify.py) that rebuilds the panel from the raw source documents and asserts value anchors against the source PDFs, and the redistributed source documents with per-file provenance (stable landing page + SHA-256). It does not report study findings; analyses are reported separately in peer-reviewed venues. Code (src/) is licensed MIT; the dataset (data/derived/, data/manual/) is licensed CC-BY-4.0; source documents (data/raw/) are third-party public records redistributed for verification and not covered by those licenses (see data/raw/NOTICE). A pre-publication PII/sealing review is recorded in SAFETY_REVIEW.md.
