Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas, PVAs）是依据《2009年苏格兰洪水风险管理法案》划定的用于洪水管理的地理区域。此类区域涵盖了当前存在或未来可能出现国家级重大洪水风险的汇水区与沿海地带。PVAs均隶属于范围更为宽泛的管理单元——洪水风险管理地方规划区（Local Plan Districts, LPDs）。PVAs可助力苏格兰环境保护局（Scottish Environment Protection Agency, SEPA）及苏格兰当地相关主管部门厘清工作重点，优先在效益最显著的区域开展防洪工作，是保护民众、财产、企业、社区、基础设施与生态环境的核心组成部分。
