Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability”. This object class brings together all the issues that have been addressed in the RPP study. An issue is a dated object whose consideration depends on the purpose of the RPP and its vulnerability to the hazards studied. A PPR issue can therefore be considered (or not) depending on the type or types of hazard being addressed. These elements form the basis of knowledge of the land cover necessary for the development of the RPP, in the study area or near it, at the time of the analysis of the issues. The data on the issues represent a photograph (figential and not exhaustive) of the property and of the people exposed to hazards at the time of the development of the risk prevention plan. This data is not updated after approval of the RPP. In practice they are no longer used: the issues are recalculated as necessary with up-to-date data sources.一般而言，风险承险体（stakes）指受灾害（hazard）威胁、并可能因此遭受影响或损毁的人员、财产、活动、文化或环境遗产要素。某一评估议题（issue）针对灾害的敏感性被称为脆弱性（vulnerability）。 该对象类别涵盖了风险预防计划（Risk Prevention Plan，以下简称RPP）研究中涉及的全部评估议题。此处的评估议题指带有时间属性的对象，其是否被纳入考量取决于RPP的研究目标，以及其在所研究灾害下的脆弱性。因此，是否将某一RPP相关评估议题纳入考量，需视所应对的灾害类型而定。在评估议题分析阶段，上述要素构成了研究区域及其邻近区域内，制定RPP所需的土地覆盖认知基础。相关议题的数据，可被视为风险预防计划制定之时，受灾害威胁的财产与人员的一幅虚构且非穷尽的快照。该类数据不会在RPP获批后进行更新。实际应用中此类数据已不再被直接使用：研究人员可根据需求，借助最新数据源重新计算相关评估议题。
