N_SCOT_ZSUP_2017_S_019 The Law on Solidarity and Urban Renewal (SRU Law) of 13/12/2000 provides for the establishment, as of 1 January 2002, of territorial coherence schemes, which replace the master plans. Drawn up by the elected representatives, at the level of the basin of life, housing or employment, they will be designed to express the overall strategy of the agglomeration and to set out the main choices in terms of housing, balance between natural and urban areas, infrastructure and commercial urban planning. In peri-urban areas, in the event that SCOT does not exist, any urbanisation area will be blocked, unless the prefect agrees, within a radius of 15 km around the municipalities of the agglomeration if it has more than 15,000 inhabitants.N_SCOT_ZSUP_2017_S_019 2000年12月13日颁布的《团结与城市更新法》（Law on Solidarity and Urban Renewal，简称SRU法）明确要求，自2002年1月1日起设立国土协调规划方案（Territorial Coherence Schemes，简称SCOT），以替代原有的总体规划。该方案由民选代表在生活圈、住房或就业领域牵头编制，旨在明确城镇群的整体发展战略，并阐明住房供给、自然空间与城市空间平衡、基础设施及商业城市规划等领域的核心抉择。在近郊区，若未制定SCOT，则所有城市化建设活动均将被禁止，除非经省长批准；该限制适用于人口超过15000人的城镇群周边15公里范围内的所有市镇。
