APA beneficiaries at home: blurred base (V1)

This open data is derived from the individual reports on APA and ASH (RI-APA-ASH 2017). This operation is a collection of individual administrative data on the beneficiaries of the APA and the Social Assistance to Accommodation (ASH) in France from the local authorities that manage these services. The 2017 RI-APA made it possible to collect data from 96 departments in 2018-2019 – only 4 were unable to transmit the required information, with Mayotte not being included in the operation. The database made available here is an anonymised extract of the RI-APA, which covers APA beneficiaries living at home and paid in December 2017. The data has been reprocessed and blurred to ensure the confidentiality of individual information and to prevent indirect re-identification. The information collected and disseminated in this blurred database covers the socio-demographic characteristics of home APA beneficiaries paid for December 2017, their level of dependency, their resources, the amounts of their support plans and information on the content of those plans. The variables of amounts have been “fluted” (APA notified, amount under the Departmental Council, amount of the beneficiary’s financial contribution, resources within the meaning of the APA, etc.). These blurred values are close to the actual values and lead to results comparable to those produced from the exhaustive data (see attached documentation). Researchers can use this blurred database for their preliminary work. Nevertheless, DREES strongly advises the use of the exhaustive database disseminated at CASD for the finalisation of their work and publications. The format of the database (only the names of blurred variables are added a suffix “_FLOU”, etc.) is identical to that of the exhaustive database that is securely accessible, so that the scripts of the treatments developed on the blurred basis also function on the exhaustive basis.
