Public Procurement, Companies, and Contracting Networks: Sources, Structure and Documentation

01_public_procurement: Harmonised contract-level public procurement data for Bulgaria, Germany, Italy, and Poland. Records are organised at the bid level (one row per winning bid for a lot within a tender), with tender, lot, and bid identifiers, buyer and supplier identifiers and names, procedure type, publication and decision dates, bid prices, CPV product codes, and NUTS codes, together with a set of tender-level integrity (red-flag) indicators. The source datasets are compiled by the Government Transparency Institute (GTI) from official national procurement sources and, for EU member states, Tender Electronic Daily (TED), and processed according to a common schema, as published on opentender.eu. The uploaded datasets contain one file per country. 02_public_procurement_with_sanctions: Harmonised contract-level public procurement data (collected and processed following the steps and schema outlined for 01_public_procurement) for Albania, Austria, the Czech Republic, and Hungary, linked to publicly available judicial, arbitration, and debarment (blacklist) records at the level of the economic operator. The uploaded datasets contain one file per country. 03_networks: Bipartite supplier–buyer contracting network edgelists derived from the public procurement data for all eight countries (Albania, Austria, Bulgaria, the Czech Republic, Germany, Hungary, Italy, and Poland). Each row is one edge linking a contracting authority (buyer node, prefixed B_) to an economic operator (supplier node, prefixed S_), with two edge weights: the number of distinct contracts between the pair and their total value in euros. Networks are constructed for the entire observed period. The uploaded datasets contain one file per country. 01_public_procurement:针对保加利亚、德国、意大利、波兰的统一标准化合同级公共采购数据集。数据以投标为粒度组织,每行对应一则招标下某一包件的中标投标记录,包含招标、包件、投标标识符,采购实体与供应商的标识符及名称,采购程序类型,公告发布日期与决策日期,投标报价,CPV产品代码,NUTS区域代码,以及一系列招标层级廉政风险预警指标。源数据集由政府透明度研究所(Government Transparency Institute, GTI)从官方国家采购来源汇编,欧盟成员国的数据额外取自Tender Electronic Daily (TED),并按照opentender.eu发布的通用数据架构完成标准化处理。本次上传的数据集按国家分文件存储,每个国家对应一个数据文件。 02_public_procurement_with_sanctions:针对阿尔巴尼亚、奥地利、捷克共和国、匈牙利的统一标准化合同级公共采购数据集(采集与处理流程及架构遵循01_public_procurement的规范),并关联了经济运营商层面的公开司法、仲裁及资质取消(黑名单)记录。本次上传的数据集按国家分文件存储,每个国家对应一个数据文件。 03_networks:基于全部8个国家(阿尔巴尼亚、奥地利、保加利亚、捷克共和国、德国、匈牙利、意大利、波兰)的公共采购数据构建的二分法供应商-采购实体合同网络边列表。每行代表一条连接采购实体(采购方节点,前缀为B_)与经济运营商(供应商节点,前缀为S_)的边,包含两项边权重:二者间的不同合同数量,以及以欧元计价的总合同金额。网络基于完整观测周期构建。本次上传的数据集按国家分文件存储,每个国家对应一个数据文件。 本数据集收集于NeT-RoL项目——“网络与法治:揭示社会经济成果”。该项目获欧盟“地平线欧洲”HORIZON-CL2-2024-DEMOCRACY-01框架资助,资助协议编号为101177405。
