The survey registers and describes the municipalities' actual implementation of and experiences with local referendums in connection to the municipality reform. The questionnaire was developed in order to answer problems of discussion that includes various aspects of preparing, carrying through and using the referendum as a tool in local political processes in connection to the municipality reform.
