Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas）是依据《2009年苏格兰洪水风险管理法案》划定用于洪水管理的地理区域。该类区域涵盖了当前或未来存在全国性重大洪水风险的流域与沿海片区。PVAs均位于洪水风险管理地方规划区（Flood Risk Management Local Plan Districts，简称LPDs）范围内，后者是覆盖范围更广的管理单元。PVAs可协助苏格兰环境保护局（SEPA）及苏格兰境内各责任主管部门厘清工作重点，优先开展效益最显著的防洪相关工作。此类区域是保护民众、财产、企业、社区、基础设施与自然环境的关键组成部分。
