Regulatory zoning of the Flood Risk Prevention Plan (PPRI) of the municipality of Furiani in Upper Corsica

Plans for the prevention of natural hazards were established by the Act of 2 February 1995 on strengthening the protection of the environment. They are the key instrument of the State in the field of risk prevention. Their objective is to monitor the development of urban planning and land use in areas at risk. For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk. Depending on the hazard level, each area is subject to an enforceable settlement. The regulations generally distinguish three types of zones: 1- ‘Building prohibited areas’, known as ‘red areas’, where the hazard level is high and the general rule is the prohibition on construction; 2- ‘prescribed areas’, known as ‘blue zones’, where the hazard level is average and the projects are subject to requirements adapted to the type of issue; 3- areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, craft, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code). The latter category applies only to natural RPPs. "约束性建设区（蓝区）"：此类区域灾害等级为中等，建设项目需适配风险类型制定相应管控要求；3. 间接风险影响区域：此类区域虽未直接面临风险，但各类建设工程、开发活动或农业、林业、手工业、商业及工业类经营场所可能加剧既有风险或引发新风险，因此需遵守相关禁令或管控要求（详见《环境法典》第L562-1条）。该类区域仅适用于自然风险防治规划（RPP）。本次风险防治规划实施（PPRI）覆盖圣潘克拉齐奥（San Pancrazio）、新大地（Terra Nuova）、圣阿加塔（Santa Agata）、奥利韦托（Olivetto）溪流流域及相关丘陵区域。
